The effects of the Covid-19 coronavirus pandemic have been devast<\/span><\/span>at<\/span><\/span>ing for just about every sector in every economy\u00a0<\/span><\/span>around the world<\/span><\/span>. But while so many have\u00a0<\/span><\/span>battled\u00a0<\/span><\/span>the hardships brought about by the virus, few have seen their struggles so overlooked\u00a0<\/span><\/span>and under-appreciated <\/span><\/span>by society at large as the seafaring community.<\/span><\/span>\u00a0<\/span><\/strong><\/p>\n

Beyond the financial\u00a0<\/span>implications<\/span>\u00a0of the\u00a0<\/span>current\u00a0<\/span>pandemic on the\u00a0<\/span>tanker<\/span>\u00a0<\/span>sector<\/span>, the lives of those stranded at sea,\u00a0<\/span>and<\/span>\u00a0t<\/span>h<\/span>ose locked<\/span>\u00a0<\/span>down at home unable to earn a living<\/span>,<\/span>\u00a0have gone widely unreported.<\/span><\/p>\n

Yet the damage done has been equal to<\/span>\u00a0\u2013<\/span>\u00a0perhaps even greater than\u00a0<\/span>\u2013\u00a0<\/span>that affecting\u00a0<\/span>workers in many other sectors, who, while struggling with undeniable hardships, have at least been able to do so\u00a0<\/span>from the comfort of their<\/span>\u00a0home<\/span>s<\/span>.<\/span><\/p>\n

As chief operating officer\u00a0<\/span>at<\/span>\u00a0Ardmore Shipping, Mark Cameron has experienced first-hand the physical and mental toll the pandemic has taken on his crews, and the extraordinary resilience shown by seafarers around the world.<\/span><\/p>\n

\u201c2020 has been the year where the accommodation block suddenly turned into the prison block<\/span>,<\/span>\u201d<\/span>\u00a0he exclaimed, in what might well be the\u00a0<\/span>definitive quote to come out of pandemic, at least for shipping<\/span>.<\/span><\/p>\n

While most operators and owners have done their best to make the lives of those trapped at sea bearable, Mr<\/span>\u00a0Cameron does not underestimate the\u00a0<\/span>psychological<\/span>\u00a0strain these\u00a0<\/span>recent\u00a0<\/span>months have taken on crew and family alike.\u00a0<\/span>\u201c<\/span>O<\/span>ur mantra is \u2018safety first\u2019, but this situation has\u00a0<\/span>certainly bec<\/span>o<\/span>me as much about mental safety as physical safety<\/span>,<\/span>\u201d<\/span>\u00a0he said.<\/span><\/p>\n

It<\/span>\u00a0i<\/span>s a view reiterated by\u00a0<\/span>Liberian Registry managing director\u00a0<\/span>Gerry Buchanan, who stressed that \u201c<\/span>seafarers are human beings, not just a commodity.\u201d He highlighted the worrying fact that last year, seafarers had the second<\/span>–<\/span>highest rate of suicide among global\u00a0<\/span>workers\u00a0<\/span>and asked pointedly \u201cI wonder today, are we number one?\u201d<\/span><\/p>\n

Equally<\/span>\u00a0concerning for Mr Buchanan\u00a0<\/span>is<\/span>\u00a0the fact that \u201cThere<\/span>\u00a0i<\/span>s no discernible end in sight\u201d<\/span>. He explained that any restrictions that stop or limit crew changes\u00a0<\/span>contribute<\/span>\u00a0to the excessive time on board for seafarers, which in turn result<\/span>\u00a0in mental hardships and stress and affect safe operations on board. To this end, Mr Buchanan\u00a0<\/span>emphasized <\/span>that the industry is in desperate need of a globally agreed solution.<\/span><\/p>\n

Mr\u00a0<\/span>Cameron<\/span>\u00a0<\/span>went<\/span>\u00a0on<\/span>\u00a0to explain that\u00a0<\/span>one of the most troubling aspects\u00a0<\/span>of\u00a0<\/span>the\u00a0<\/span>pandemic among his crews has been the constantly changing nature of government advi<\/span>c<\/span>e and industry best practice. \u201cT<\/span>here<\/span>\u00a0is<\/span>\u00a0only one thing worse than having a failed plan and that<\/span>\u00a0is<\/span>\u00a0having no plan<\/span>,\u201d he said.<\/span>\u00a0<\/span>\u201c<\/span>W<\/span>e<\/span>\u00a0ha<\/span>ve had revisions to plans<\/span>\u00a0and revisions of revisions<\/span>; the<\/span>\u00a0difficulty comes after the first few\u00a0<\/span>iterations<\/span>\u00a0when crew\u00a0<\/span>thought\u00a0<\/span>they had a definite time-scale to work to and suddenly that all changes.\u00a0<\/span>T<\/span>hat<\/span>\u00a0is<\/span>\u00a0when your appeals for understanding start to really cause\u00a0<\/span>the\u00a0<\/span>operations team a lot of sleepless nights.<\/span>\u201d<\/span><\/p>\n

Mr\u00a0<\/span>Cameron\u00a0<\/span>was<\/span>\u00a0scathing about the\u00a0<\/span>absence of\u00a0<\/span>understanding shown to seafarers from<\/span>\u00a0<\/span>government<\/span>s<\/span>.\u00a0<\/span>\u201c<\/span>T<\/span>he<\/span>re has been\u00a0<\/span>a complete lack of respect and a lack of recognition\u00a0<\/span>from the authorities in terms of treating seafarers as\u00a0<\/span>frontline workers<\/span>,\u201d he said.<\/span>\u00a0<\/span>\u201c<\/span>W<\/span>ho can blame the seafarers for\u00a0<\/span>the<\/span>\u00a0sense of abandonment that many are feeling<\/span>. T<\/span>here<\/span>\u00a0is<\/span>\u00a0an overriding emotional element to this that is going to take some time to repair.<\/span>\u201d<\/span><\/p>\n

Despite the general sense of abandonment by wider society, Mr\u00a0<\/span>Cameron\u00a0<\/span>was<\/span>\u00a0quick to praise those\u00a0<\/span>who\u00a0<\/span>have stepped up to the plate, notably class and flag<\/span>.<\/span>\u00a0\u201cW<\/span>e have got to take our hats off to class, which has helped us in<\/span>\u00a0effectively<\/span>\u00a0managing the risk and in performing the\u00a0<\/span>necessary\u00a0<\/span>surveys and audits. Class has really worked hard to find innovative ways to achieve that. All the major flags have also been exceptional and that has really been appreciated.<\/span>\u201d<\/span><\/p>\n

Mr Cameron also extend<\/span>ed<\/span>\u00a0his thanks to c<\/span>harterers<\/span>, many of whom he\u00a0<\/span>noted<\/span>\u00a0have\u00a0<\/span>placed\u00a0<\/span>the harsh reality of finance aside to support operators in the current climate. \u201cI<\/span>n the tanker world, some of the more complicated\u00a0<\/span>charterers, those with a reputation for being\u00a0<\/span>more financially oriented<\/span>, have really\u00a0<\/span>stepp<\/span>ed<\/span>\u00a0up and do<\/span>ne<\/span>\u00a0the right things\u00a0<\/span>in terms of\u00a0<\/span>offer<\/span>ing<\/span>\u00a0assistance when we needed it.<\/span>\u201d<\/span><\/p>\n

The medical perspective<\/span><\/strong><\/p>\n

Approaching the problem from a medical, as opposed to operational,\u00a0<\/span>perspective<\/span>,<\/span>\u00a0<\/span>Future Care FACEP global medical director\u00a0<\/span>Dr Arthur Diskin MD\u00a0<\/span>explained how his long experience on<\/span>\u00a0<\/span>board cruise ships offered a unique take on the maritime implications of the pandemic.<\/span>\u00a0As global chief medical officer for Royal Caribbean for eight years and medical director for Carnival Cruise Lines for 15 years prior to that, Dr\u00a0<\/span>Diskin<\/span>\u00a0conceded he had see<\/span>n<\/span>\u00a0nothing\u00a0<\/span>in his career\u00a0<\/span>to equal the current situation.<\/span><\/p>\n

\u201cThis is really a major problem unlike anything we<\/span>\u00a0ha<\/span>ve ever seen before,\u201d he said. \u201cAs of 13 August, we ha<\/span>d<\/span>\u00a020M cases globally and 751,000 deaths.<\/span>\u201d<\/span><\/p>\n

From a shipping perspective, Dr Diskin explained that while the key challenges may be obvious \u2013 maintaining hygiene, cleanliness and social distancing on board for example \u2013 successfully achieving these goals was a far more difficult task<\/span>.<\/span>\u00a0<\/span>\u201cIf you have a pristinely clean or uninfected ship<\/span>,<\/span>\u00a0how do you keep it that way? What strategies do you use to ensure the vessel can go from port to port and remain uninfected<\/span>\u00a0and how best do you maintain proper testing? These are the challenges operators now face.<\/span>\u201d<\/span><\/p>\n

The key to success across most of these area<\/span>s<\/span>\u00a0is flexibility, suggested Dr\u00a0<\/span>Diskin<\/span>.\u00a0<\/span>\u201cEvery week i<\/span>s\u00a0<\/span>different; there<\/span>\u00a0i<\/span>s nothing stable about any plans that you might have to perform appropriate testing<\/span>,<\/span>\u201d<\/span>\u00a0he noted.<\/span><\/p>\n

And while that may not be\u00a0<\/span>very\u00a0<\/span>reassuring, accepting that the target is a moving one will at least help oper<\/span>ators\u00a0<\/span>understand the need to be fluid in their approach to testing.<\/span><\/p>\n

Dr\u00a0<\/span>Diskin<\/span>\u00a0<\/span>pointed out that<\/span>\u00a0the industry\u00a0<\/span>requires<\/span>\u00a0a very portable test, \u201cMaybe even just a little swab of some sort, or like a litmus test\u201d which may not offer the certainty of more expensive, time-consuming tests, but will be far more accessible to those on board.<\/span><\/p>\n

He also raised the possibility of third-party services being utilized to help operators take the most effective and efficient decisions in their handling of the virus. \u201cAre you able to do that internally within your organization? In all or some cases, farming out those services to somebody with a degree of expertise in the area may<\/span>\u00a0<\/span>b<\/span>e<\/span>\u00a0more effective,\u201d he said.<\/span><\/p>\n

T<\/span>his\u00a0<\/span>is another area, and another cost, that owners and operators need to factor into their operations, but one no less important than hull coatings or technical management.\u00a0<\/span>While\u00a0<\/span>a crustacean-infected hull may impact fuel efficiency, a\u00a0<\/span>Covid<\/span>-infected crew may\u00a0<\/span>bring a vessel to a halt indefinitely.<\/span><\/p>\n

These are the kind of unprecedented, balance-sheet-impacting decisions the pandemic is\u00a0<\/span>asking of<\/span>\u00a0tanker operators.<\/span><\/p>\n

In terms of cargo handling, Dr\u00a0<\/span>Diskin<\/span>\u00a0stressed that at present there is no\u00a0<\/span>evidence of transmission<\/span>\u00a0via cargo or from\u00a0<\/span>supplies being put on<\/span>\u00a0<\/span>board ship<\/span>s<\/span>. \u201cW<\/span>e still have to worry about contact<\/span>\u00a0though, and hand<\/span>–<\/span>washing remains key<\/span>,<\/span>\u201d<\/span>\u00a0he said.<\/span><\/p>\n

Dr Diskin explained that\u00a0<\/span>operators<\/span>\u00a0are g<\/span>o<\/span>ing to have to put in place all manner of new policies if they want to\u00a0<\/span>effectively<\/span>\u00a0combat the problem and ensure their fleets are able to enter ports around the world without significant delay.<\/span><\/p>\n

These will include strategies for getting people on<\/span>\u00a0<\/span>board safely once they have proved to be\u00a0<\/span>Covid<\/span>-free, and ensuring that once on board<\/span>,<\/span>\u00a0all of the\u00a0<\/span>various measures we are slowly beginning to take\u00a0<\/span>for<\/span> granted \u2013 hand sanitizers, ma<\/span>s<\/span>ks, social distancing \u2013 are followed with rigor and discipline.<\/span><\/p>\n

\u201c<\/span>To date<\/span>,<\/span>\u00a0we<\/span>\u00a0ha<\/span>ve had a very fractionated response to the virus<\/span>,\u201d explained Dr<\/span>\u00a0<\/span>Diskin<\/span>.\u00a0<\/span>\u201c<\/span>As our knowledge of how best to respond increases, so will our ability to vaccinate and test more effectively.<\/span>\u00a0<\/span>At the moment<\/span>, everything is really a workaround, just doing the best with the information we have available. We are looking at probably at best a six-month and at worst an 18-month horizon before we can really start to establish a cohesive battle plan from a medical standpoint. But on the positive side, there are very effective, safe ways to transport crew to and from ships and policies that can be put in place to make the risk minimal at this point. As an industry, shipping just has to keep hammering away at it.\u201d<\/span><\/p>\n

Retaining staff<\/span><\/strong><\/p>\n

A<\/span>\u00a0big concern shared by both Mr\u00a0<\/span>Cameron<\/span>\u00a0and Mr<\/span>\u00a0<\/span>Buchanan was the long-term impact\u00a0<\/span>of the pandemic\u00a0<\/span>on the industry\u2019s ability to recruit strong\u00a0<\/span>candidates<\/span>.\u00a0<\/span>\u201c<\/span>I hear a lot of seafarers are now looking for alternative work,\u201d said Mr\u00a0<\/span>Buchanan<\/span>. \u201cThat<\/span>\u00a0i<\/span>s a big drain to the industry if they<\/span>\u00a0a<\/span>re successful.\u201d<\/span><\/p>\n

Mr<\/span>\u00a0<\/span>Cameron<\/span>\u00a0concurred. \u201cWe might battle to attract young top talent to seafaring as a career choice,\u201d he said. \u201cBecause at the end of the day, young people have choices and getting on a plane and moving half<\/span>\u00a0<\/span>way around the world to join a ship that may or may not let you home at the end of your time is going to be a question that sticks in\u00a0<\/span>the minds of\u00a0<\/span>a lot of people.\u201d<\/span><\/p>\n

Mr<\/span>\u00a0<\/span>Buchanan<\/span>\u00a0highlighted the problem with an anecdote about<\/span>\u00a0a<\/span>\u00a0<\/span>ship manager in Hong Kong who found its crew were unable to join their vessel because no one would offer th<\/span>em<\/span>\u00a0transportation from their location to the port.<\/span><\/p>\n

His story emphasized the importance of a joined-up, cross<\/span>–<\/span>sector strategy to support shipping. Clearly, there is little point investing heavily in on<\/span>board mitigation if crew are stranded 100\u00a0<\/span>km<\/span>\u00a0from port.<\/span><\/p>\n

And this is the problem facing not only shipping, but the world as a whole; identifying individual measures to reduce the likelihood of infection and transmission, while working co<\/span>–<\/span>operatively with other stakeholders outside of one<\/span>\u2019<\/span>s own industry to ensure\u00a0<\/span>the steps we each put in place do not have unforeseen consequences for other parties\u00a0<\/span>reliant upon<\/span>\u00a0<\/span>us.<\/span><\/p>\n

It<\/span>\u00a0i<\/span>s an unprecedented challenge in the modern era and one that will provide valuable lessons<\/span>,<\/span>\u00a0when we finally overcome it.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
